The SEMI International Policy Summit (SIPS) is the global semiconductor industry’s premier platform for ongoing collaboration between industry leaders from around the world and government officials responsible for guiding semiconductor policy initiatives. 

SEMI has designed the summits to serve as differentiated catalysts for international exchange and resolution mapping to address the industry’s unprecedented challenges with the ultimate goal of advancing innovation and supply chain resiliency. 

SIPS Platform Overview

The summits analyze the industry’s progress on key concerns with the objective to develop roadmaps for the highest value policy and industry actions that support semiconductor advancements. The initial focus areas included:

  1. Narrowing the talent gap with Workforce Development
  2. Driving solutions to the energy crisis while minimizing environmental disruptions with Sustainability
  3. Ensuring safe operations with Environment Health & Safety (EHS) and the PFAS Initiative

SEMI has established Regional SIPS Working Groups around these focus areas and is incorporating examination of the impact of Artificial Intelligence in each area and in general. Get involved in these crucial efforts to address the semiconductor industry’s most important challenges.

Upcoming Summit

The fifth SEMI International Policy Summit will take place in Vienna, Austria at the historic Hofburg from November 12-13, 2026. The invitation-only event will convene a select group of leaders from industry, academia and government for solutions-oriented dialogue examining the impact of AI across key policy focus areas—workforce, energy, EHS and supply chain management.

SIPS History and Coordinating Council

The SIPS platform has convened the following historic gatherings of industry and government leaders: 

  • Inaugural SIPS at International Trade Partners Conference (ITPC) in October 2023
  • SIPS Brussels in March 2024
  • SIPS Tokyo in December 2024
  • SIPS Singapore in December 2025

The dialogues have succeeded in building a common understanding of key industry issues, resulting in the formation of the SIPS Coordinating Council. Made up of top representatives from industry, government and academia from key semiconductor ecosystem regions, the Council convenes to evaluate progress on industry challenges via SEMI programs and to guide and plan future SIPS gatherings.

SIPS Operational Principles

The summits are held in accordance with the Chatham House Rule, whereby any meeting attendee is free to use information from the discussion but is not allowed to reveal who made any particular comment. Additionally, SEMI asks that all participants adhere to the following rules of engagement:

  1. Refrain from negative commentary directed at any country, politician, or policymaker, or offering opinions on political topics.
  2. Respect that all conversations are off the record. The event is closed to press, and no reports will be published externally.
