【Speech Abstract 演講摘要 】
面對淨零轉型與國際碳定價趨勢，碳價的意義已不只是增加企業排放成本，更在於透過價格訊號，引導企業重新思考減碳投資與長期競爭力。本演講將以臺灣經驗為核心，介紹碳費制度的設計邏輯、自主減量計畫及第一階段執行成果，說明差別費率如何由「收費」轉化為企業提出減量承諾、投入低碳技術與設備更新的政策誘因；並進一步探討臺灣由碳費逐步銜接排放交易制度的發展方向。透過臺灣案例，呈現碳定價如何從政策工具轉化為企業淨零轉型與綠色投資的驅動力量。
As the global transition toward net zero accelerates, carbon pricing is becoming more than a mechanism for assigning a cost to emissions. Its broader purpose is to create incentives that reshape corporate investment decisions and strengthen long-term competitiveness. Drawing on Taiwan’s experience, this presentation introduces the design logic of Taiwan’s carbon fee system, its voluntary reduction plans, and early implementation outcomes. It highlights how differentiated fee rates can transform carbon pricing from a compliance cost into an incentive for companies to make credible reduction commitments, invest in low-carbon technologies, and upgrade production processes. The presentation will also discuss Taiwan’s prospective pathway from the carbon fee toward an emissions trading system. Through the Taiwan case, the presentation illustrates how carbon pricing can evolve from a regulatory instrument into a driver of corporate net-zero transition and green investment.

劉哲良博士現任中華經濟研究院能源與環境研究中心主任、綠色經濟研究中心研究員兼副主任，並擔任臺灣碳權交易所董事，亦於國內外相關學術與專業組織擔任理監事職務。研究專長涵蓋碳定價與市場機制、成本效益分析、經濟影響評估及環境與資源經濟。長期參與環境部碳定價政策幕僚工作，除相關政策研究外，亦直接協助臺灣碳費、排放交易及整體碳定價制度之設計、規劃、評估與推動，致力於透過經濟分析與制度設計，引導企業減碳投資，兼顧減碳成效、產業競爭力與淨零轉型
Dr. Je-Liang Liou currently serves as Director of the Center for Energy and Environmental Research and as Research Fellow and Deputy Director of the Center for Green Economy at the Chung-Hua Institution for Economic Research (CIER). He also serves as a board member of the Taiwan Carbon Solution Exchange and holds board and supervisory positions in academic and professional organizations in Taiwan and abroad. His research expertise covers carbon pricing and market mechanisms, cost-benefit analysis, economic impact assessment, and environmental and resource economics. He has long been a key member of the policy advisory team supporting Taiwan’s Ministry of Environment on carbon pricing. In addition to conducting policy research, he has been directly involved in the design, planning, assessment, and implementation of Taiwan’s carbon fee, emissions trading system, and broader carbon pricing framework. His work focuses on applying economic analysis and institutional design to encourage corporate investment in emissions reduction while balancing mitigation effectiveness, industrial competitiveness, and the net-zero transition.
