During her tenure at Formfactor, Amy has led numerous successful new‐technology adoption and customer‐penetration initiatives that have helped drive FormFactor’s market share and profitability gains. Recently, she assumed oversight of the company’s M A strategy and execution.Amy is on the advisory board of the China International Semiconductor Executive Summit (CISES) and is a committee member for both the Semiconductor Wafer Test Workshop (SWTW) and the SEMI Industry Strategy Symposium (ISS) organizing group. Amy is an accomplished, engaging speaker and has presented at industry conferences and events. As a leader and role model, she shares her experiences and lessons as a successful technology executive, coaching peers and mentoring younger women to help overcome the challenges of building their careers in the semiconductor industry. Recently, Amy broadened these efforts by spearheading the formation of FormFactor’s b3.wn Women’s Network, a group of more than 120 FormFactor employees designed to gather and solidify the community of women at FormFactor.SEMI sat down with Amy to get some insights into her success.SEMI: Tell me about your background?Leong: I was born and raised in Tianjin, China and came to United States with my family when I was 16 years old. I always liked math and science growing up, which led me to pursue an undergraduate degree in chemical engineering at UC Berkeley and then enter the semiconductor industry. My work inspired me and, with the support of my employer, I earned my masters in Material Science and Engineering at Stanford University.SEMI: How did you get into the industry?Leong: At the time of my graduation, I had been considering several career paths and industries that were open to me because of my degree. Several of my peers had already joined the semiconductor industry and told me about the amazing technology they were helping to build. Once I entered the industry, the more I worked, the more fascinated I became with the fast pace of technology and innovation. Every year there were new opportunities to innovate that came with their own exciting challenges and problems to solve. I’ve now been in the industry for 22 years and I still love what I do.SEMI: Tell me about an accomplishment you are proud of?Leong: I have been at FormFactor twice now for cumulatively over 15 years. During my current tenure of about 10 years I have worked under Mike Slessor, our CEO. What I am most proud of is my commitment to professional growth by taking on new challenges. During my time at FormFactor I have jumped on opportunities to help solve challenges in different areas of the organization. Because I pushed myself into these new challenges and experiences, I have become a versatile leader with expertise in multiple areas within the business. I remember I started in product marketing, but when a sales account manager left a need in the business, I stepped in to help the customer and found my hidden talent of customer engagement and relationship building. When we urgently needed a new supplier for product development, I drove the supplier qualification and ramp up, and learned many aspects in operations. Of course without Mike allowing and encouraging me to stretch my skills in different directions, I would not be who I am today.SEMI: Is this strategy how you ended up in the M A space for FormFactor?Leong: My role now happened through a combination of organic and planned career opportunities. M A is a key component of the FormFactor growth strategy. When Mike needed help in the new space, I was able to volunteer, and relied on the knowledge and support of our board members and our executive team in order to meaningfully contribute to our M A strategies and executionMy mentality is to always get out of my own comfort zones. If you try and fail, so what? You learn, and you improve from your setbacks. But unless you try you will never know.SEMI: You have done so much for women in the industry and at FormFactor. What drives you to do this work?Leong: There are two primary driving moments in recent years that pushed me to step up.When Ajit Manocha joined SEMI, he started raising awareness of the importance of female leaders in tackling the industry’s challenges. While I had industry visibility, I wasn’t aware that the number of women in technology shrinks alarmingly the higher up the chain of command you look. My optimistic view is that we have a nearly balanced talent pipeline at the entry-levels, and there is great opportunity for the industry to take action and change the disheartening decline in female representation by mid-career.The second moment was a personal experience. In 2015, Formfactor hired our first woman board of director Kelley Steven-Waiss. (We now have three women board members.) Having Kelley on the board and leaning on her experience when I needed guidance showed me the power of having a mentor and a role model. Having somebody there as a sounding board was extremely helpful, and this triggered me to learn more about women leadership in technology and led me to want to do more for other women who were earlier in their career.SEMI’s influence was one of the major turning points in our industry and created a clarity that was not present by putting data in front of leaders for a powerful impact.SEMI: Tell be about the process of building the network of women at FormFactor?Leong: FormFactor’s women network grew mostly through a grassroots approach. A year ago, during a QBR (Quarterly Business Review) week, I had an opportunity to get together with a group of FormFactor female sales leaders. We had a wonderful evening together, shared our experiences and learned from each other. Our conversation left an impression on us, and we decided to start a women’s networking group at FormFactor so that more women can join the conversation. We named it b3.wn – Beautiful (be confident in ourselves and kind to others) Brilliant (make smart decisions) Bold (be fearless) Women Network. These three B words are the empowering characteristics of modern women to achieve our highest happiness potential at work, home and society. We had a modest goal for the group: Provide an informal venue for employees to engage, support and learn from each other. Little did we anticipate how quickly it would gather steam. Before long, we took the initiative on the road and hosted several events at our California and Oregon sites, featuring themes that ranged from women leadership panel discussion, to FormFactor executive chats on strategies to improve work and life balance and master effective business communications. One year later we now have over 120 members.This year we are going to expand the program into Asia and Germany as well! Global expansion is an exciting step and we are getting strong support from global sites. I think people are seeing the benefits of knowing there are colleagues or friends out there that share the same sets of work life challenges and you can seek support and help from each other.We need to be the change we want to see. I hope more of us can help support women in tech and create a more inclusive work environment at your company.SEMI: What advice would you give to people looking to grow their careers?Leong: Fearlessly step out of your comfort zone. When you are far outside your element, you can discover the new skills and strengths that you didn’t know existed before. It’s a super fun adventure, but you need to expect and embrace the failures that may come along the way, learn from them, and keep going. The microelectronics industry entered 2020 with high hopes after a mixed 2019 that saw global semiconductor revenue fall 11 percent while innovators continued to drive impressive advances in 5G, IoT, artificial intelligence, quantum computing and other leading-edge technologies. Equipment sales were rebounding as the industry started to regain momentum. And then COVID-19 sent disruptions rippling throughout the global supply chain. Semiconductor manufacturing facilities scaled back operations. Parts shortages became a problem. Logistical challenges emerged. And, all the while, many workers retreated to their homes under lockdown.The virus forced the industry, en masse, to pivot like never before to ride out the pandemic. This is the most challenging situation that I have experienced in my nearly 40-year career. All of us in the microelectronics industry have dedicated ourselves to rise to the occasion and help others. Among our efforts, we are providing resources to support SEMI members and the industry. Today, we can take heart that manufacturing firms in China are restoring normal operations. SEMI hosted a webinar on March 26 where our colleagues at McKinsey Company shared insights on China as it begins its recovery as well as the broader impact of the pandemic on the microelectronics manufacturing and design supply chain. You can read about McKinsey’s insights in a recent SEMI blog.In my closing remarks at last month’s webinar, I asked the industry to donate masks, gloves and additional personal protective equipment (PPE) to support our overwhelmed healthcare systems. The battle against the virus rages on around the globe. These donations will help people, businesses and whole economies to heal and recover.I am proud of how generously the microelectronics industry has donated these supplies that, in ordinary times, contribute to the meticulously controlled environments of our industry’s manufacturing facilities, but today can help save lives and bring the pandemic to heel. Sustaining operations across the industry has been the focus of work by the SEMI Global Advocacy team the past few weeks. It has continued to lobby for the microelectronics industry to be classified as an essential business in the United States and for similar designations in other countries. Those efforts included a SEMI Americas request for the government of Mexico to designate the semiconductor manufacturing supply chain an essential business, consistent with U.S. guidelines, to help avoid disruptions to the North American semiconductor industry. SEMI Europe sent 22 letters to officials across the continent, three of them to the European Commission, urging governments to allow continuous operations of the semiconductor industry. SEMI Japan has been closely engaged with the central government and sent letters to many Japanese prefectures stressing the critical importance of continuing operations.I am truly proud of how the SEMI team has stepped up around the globe to proactively communicate and support our members with relevant information and best practices related to the pandemic. The outcome of our letters to governments around the globe to seek essential business status has generally been very positive.SEMI also continues to oppose unilateral U.S. export controls that will compromise the ability of the U.S. to export semiconductor manufacturing equipment and materials, as highlighted in a recent Reuters article.SEMI advocacy efforts epitomize our overarching approach to the pandemic: We remain squarely focused on supporting our members during these turbulent times while continuing to lay the groundwork for the industry’s prosperity. SEMI has urged government representatives around the U.S. and world to designate the semiconductor industry as an essential business so operations at companies across the chip supply chain can continue without interruption as the spread of COVID-19 continues. SEMI President and CEO Ajit Manocha assured the U.S. and global officials that SEMI members – the device makers and suppliers of chemicals, materials, components, design tools and equipment at the heart of chip manufacturing – “are employing all measures necessary to maintain the health and safety of their employees and local communities” to help contain the virus. Manocha last week sent letters to the governors of 16 states and the chairs of the National Governors Association, U.S. Conference of Mayors, National League of Cities, and National Association of Counties requesting consideration of the semiconductor industry as an essential business if shelter-in-place or similar orders are issued to curb the spread of COVID-19. More than half of U.S. states have imposed shelter-in-place or stay-at-home orders in the past month. The designation would allow SEMI members to maintain continuous operations to ensure that manufacturing of components for critical infrastructure equipment, the defense industrial base, and other vital technological products and services is not jeopardized. Semiconductors are the foundation of modern electronics and information technology and are critical in helping health workers effectively treat COVID-19 symptoms, Manocha told the officials. The devices also play a central role in containing its spread by enabling artificial intelligence (AI), data analytics, digital communications, telemedicine, robotics, remote health monitoring, telecommuting, online shopping and other digital services.Manocha urged state and local officials to follow guidelines issued on March 19 by the Department of Homeland Security (DHS) Cybersecurity Infrastructure Security Agency (CISA) identifying “manufacturers and supply chain vendors that provide hardware and software, and information technology equipment (to include microelectronics and semiconductors) for critical infrastructure as ‘essential critical infrastructure workers.’” Most states issuing shelter-in-place or stay-at-home orders have followed the DHS guidelines and/or separately designated the semiconductor industry an essential business. Likewise, other nations have recognized the power of technology in effectively containing COVID-19 and similarly designated the semiconductor industry an essential business.On March 27, SEMI, the Semiconductor Industry Associations in China, Europe, Japan, Korea, Singapore, Taiwan and the U.S., as well as several other trade associations in Asia issued a statement “calling on all governments to specify semiconductor industry operations as ‘essential infrastructure’ and/or ‘essential business’ to allow continuity in operations.” The global semiconductor supply chain forms a highly intricate network consisting of research, design and manufacturing operations. Operating restrictions in one region can compromise production in others, leading to inefficiencies and breakdowns that cascade across the supply chain.With semiconductors underpinning vital sectors of the global economy, the chip associations called on all global governments at all levels – central, states, provinces and localities – to help protect the uninterrupted operations of domestic semiconductor companies and their suppliers by applying the essential infrastructure or essential business designation.Joe Pasetti is Vice President of Global Public Policy and Advocacy at SEMI.

The march of innovation in semiconductor microfabrication technology over the past 60 years has produced electronic devices and information systems that have transformed industries and lives around the world. And while advances in chip technology continue to make it possible to collect, transmit, store and process more data for a rapidly growing universe of applications, the pace of innovation is now facing strong headwinds. Powered by chip innovation, data centers have become massive centers of information processing but, on the downside, enormous consumers of electricity. Today, the power-hungry hubs account for five percent of the world's electricity usage, a proportion that is growing every year, raising important questions about sustainability. Compounding the challenge, the pace of Moore's Law, for decades the engine of electronic device and information system innovation, has slowed. While the research and development of state-of-the-art semiconductor fine processing technology remains robust, developing the advanced manufacturing technology for mass-producing more sophisticated electronics devices is becoming harder, as is ensuring business profitability."It has become difficult for semiconductor technology to continue to evolve as it has in the past," said Akira Minamikawa, Research Director of Technology Research at IHS Markit, who moderated the Semiconductor Executive Forum – View by Top Two in the Era of Digitalization on opening day of SEMICON Japan 2019 at Tokyo Big Sight. Held at the SuperTHEATER, the forum featured Terushi Shimizu, representative director and president at Sony Semiconductor Solutions, and Atsuyoshi Koike, president at Western Digital Japan, two industry powerhouses that could figure heavily in the future of digital technology. SuperTHEATER, the main stage at SEMICON Japan 2019 Image sensors evolve to become eyes of AIImage sensors are becoming eyes of artificial intelligence (AI) and intelligent systems that monitor people and events worldwide, collecting data that one day could help puzzle out growing social challenges such as energy conservation and traffic congestion. With 51 percent market share on the strength of its industry-leading technology, Sony Semiconductor Solutions dominates the image sensor market. Despite last year’s global semiconductor industry slump, the company’s “business continues to enjoy strong growth and we are very busy,” said Shimizu, who attributed the company’s robust performance to the rising importance of the social role of image sensors and the expanding number of applications they support.The success of the company’s image sensors can also be traced to its division of the image sensor market into two application categories: "Imaging" focuses on capturing beautiful image data, while "sensing" aims to collect data that accurately describes the state of a subject and its surroundings."In 2019, sales of imaging products for smartphones grew rapidly,” Shimizu said in his market overview. “This is due to the average annual 15 percent growth rate of multi-camera smartphones, with some phones today featuring seven cameras, and an average annual growth rate of 20 percent in sensor size to produce higher image quality."But Shimizu cautioned that Sony Semiconductor Solutions doesn’t expect the smartphone sensor market to maintain that fast growth rate."The imaging market is expected to grow until 2022, but after that, the sensing market will drive market growth,” he said, adding that the company’s “capital investment plan is based on this scenario."AI will be key in catalyzing growth of the sensor market as integrations of AI processing engines and sensing images grow in sophistication to capture images undetectable by the human eye, Shimizu said. AI will extract insight from captured image data. For its part, Sony will apply its layer stacking technology to sensing products."By stacking an AI processing engine, we want a significant portion of the recognition processing done within the sensor chip," Shimizu said.One sensor the company already offers collects in-depth information for indirect time-of-flight (ITOF) 3D ranging for new user interfaces relying on autonomous or gesture control for robotics. The sensor “was first used in smartphones in 2018 and saw widespread adoption in 2019," Shimizu said.Sony Semiconductor Solutions plans to focus on developing new sensors for integration with their ultrasonic cousins. Aided by optical deflection technology, the sensors will be used for product quality inspections during manufacturing.With the company’s growing strengths in sensor technology, it hopes “to increase sales of sensors from a few percent of the company’s total sales in 2018 to 30 percent in 2025,” Shimizu said, pointing to its goal "to capture 60 percent share of the image sensor market by 2025."Data as one way to spread happinessAt the heart of consumer devices such as smartphones and computers and also cloud servers, NAND flash has made it possible to process vast troves of data anytime, anywhere. In recent years, the technology has enjoyed stronger adoption for use as the storage medium of choice for edge computing, stationed between end devices and the cloud to help streamline data utilization. But the technology isn’t merely about making smarter use of bits and bytes."We would like to promote the technology development that can support the use of data to bring happiness to people around the world," Koike of Western Digital Japan said. The company calls data that contributes to individual happiness and helps solve social issues "data for good" and, like the Sony Semiconductor Solutions bifurcated classification of the image sensor market, categorizes information into “big data” and “fast data.”For example, big data can leverage AI to drive dramatic improvements in the interpretation of test data and, ultimately, the diagnostic accuracy of mammography for breast cancer screening, aiding in early detection to help save lives, Koike said. Fast data can be harnessed to analyze data collected from a manufacturing equipment line in real time to improve production efficiency. The company’s plant in Yokkaichi, Mie Prefecture, which the company operates in cooperation with Japanese memory manufacturer Kioxia, already uses fast data to bolster production.More NAND flash innovation and greater supply capacity are critical to developing "data for good," Koike said. "It is difficult to expand clean rooms at the same pace as data usage grows. In order to continue to advance technology and enhance supply capacity, we need to adopt new ideas for building production lines. We need a smaller equipment footprint, shorter cycle time and higher throughput."Semiconductor market shows signs of recoveryIn their discussion of the short-term outlook for the semiconductor market, Shimizu and Koike pointed to the importance of strengthening the talent pool of Japan’s semiconductor industry as global competition heats up with China’s pursuit of semiconductor independence and the industry pulls out of the 2019 slowdown fueled by weak memory prices. While Sony’s business has been buoyed by strong image sensor demand for smartphones, the devices “did very well, but other applications didn't," Shimizu said. Even the image sensor market stagnated.Despite the 2019 slump, market conditions and capital investments by semiconductor manufacturers have been on the upswing."In the second half of 2019, the Chinese market showed signs of recovery triggered by 5G,” Shimizu said. “In 2020, this movement is going to be in full swing around the world and we will be busier than last year."Koike agreed: "The semiconductor market for data centers will recover with 5G. The hard disk shortage is already an indication of a recovery, a turnaround that will undoubtedly extend to solid state drives (SSDs). In addition, advances in autonomous driving technology will ensure continued growth of the automotive semiconductor industry.”Japan should embrace international competition, not fear China's pursuit of chip independenceIt's no secret that China is investing heavily in its semiconductor development capabilities to move up the microprocessor value chain. Minamikawa posed the question: How should Japanese chip companies navigate the shifting regional balance of power? "It is natural for China to strive to establish domestic procurement of semiconductors that are fundamental technologies for various industries,” Koike said, “I think the efforts of Chinese companies are outstanding in that they are not pursuing short-term results, such as improving yields in the near future, but are making efforts with an eye to achieving results in 10 years. Japan has a variety of options including working with China to create joint ventures and competing head-on. Regardless of which choice we make, however, it is imperative for the survival of domestic companies that Japan maintains its technological competitiveness to remain ahead of China."Shimizu said that Sony’s “Chinese customers are quick to take action and study extremely hard. We often have opportunities to share our roadmap with them and explore innovation opportunities together. Before, they were passive and relied on us for insights into new technologies, but now they are more assertive and I sense that they will start to drive innovation.”Koike added that "although Japanese companies often talk about business globalization, neither Chinese nor American companies say much about it. While global expansion is a major requirement for business, I think Japanese companies need to focus more on the Japanese market overall, not just when they think about the growing competitiveness of Chinese companies." He came away feeling that “Japanese semiconductor companies were not sufficiently communicating the industry's talent and innovation needs to professors. To help professors and students better grasp the appeal and potential of the industry, we have started to send frontline engineers to universities to educate students and instructors about their work and careers. Expecting corporate HR departments to alone solve the talent shortage won’t work.”"In Japan, if you advance to a doctoral course, you will have a hard time getting a job, which is a strange situation,” Koike said. “Companies and universities need to work together more closely to better understand how to attract and hire doctoral graduates."Minamikawa said companies must have strong leaders with clear missions to attract the right talent, but Koike pointed to the drawbacks: "The image of a company with a strong leader seems to be cool, but it also has a downside because engineers stop thinking for themselves and wait for instructions from the top. I believe it is important for company leaders to have ongoing discussions at all organizational levels and lead the way in times of confusion."Shimizu agreed, citing his own company as an example."Thankfully, our company is very busy right now,” he said. “However, some employees are starting to request more time to think about how to improve the quality of their work. When we entered 2019, our priorities in SEMI Global Advocacy were crystal clear: Continue to advance our public policy priorities under the 4 T’s – Trade, Tax, Talent and Technology – and move toward a global reach. We raised SEMI’s profile on the world stage in representing arguably the most strategic industry sector today as we trained our sights on a number of issues across all four pillars, not the least of which was trade. Along the way, we educated key policymakers about the impact of their decisions on the global semiconductor supply chain, member companies and regional economies.While no one organization can resolve current global trade issues, SEMI did exert its influence effectively on behalf of its members. For example, when Japan’s Ministry of Economy, Trade and Industry (METI) announced its decision to tighten export controls with South Korea in July, SEMI immediately engaged METI and Korea’s Ministry of Trade, Industry and Economy (MOTIE) to make clear to METI the potential repercussions of its decision. In parallel, we worked to prevent a retaliatory escalation by MOTIE. Indeed, significant trade challenges remain as tariffs and export controls continue to take their toll on our industry’s globally integrated supply chain. We have much work ahead to ensure our members’ voices continue to be heard. Our well over 100 meetings with government officials this year is only the start of sustained outreach and engagement to better serve our members’ public policy interests. To that end, and based on member input, in 2019 SEMI Global Advocacy made it a priority to restructure to improve communications among our regions around the globe and strengthen member engagement. Each regional office responsible for government affairs is now staffed with a global advocacy liaison. In addition, we have increased staffing in the SEMI Europe office to better address the ever-changing regulatory environment and develop the European Union’s talent pipeline.In SEMI’s advocacy headquarters in Washington, DC, we have filled a new position – Vice President of Industry Advancement and Government Programs – to place greater focus on identifying opportunities to advance programs aligned with member, industry and government interests. We have also filled two additional positions in DC – a Vice President of Global Public Policy and Advocacy and a new Manager of Public Policy and Advocacy – dedicated to public policy work. Both are steeped in experience in trade, export controls and tax policy. High-tech industry clusters in the bustling northern Taiwan port city of Hsinchu look set for an upgrade. Long a world-class hub of the semiconductor and optoelectronic technology industries, Hsinchu City is laying out plans to work with SEMI to attract more international companies, generate more jobs, promote Hsinchu’s development and help grow Taiwan’s microelectronics industry. High-tech heavyweights such as TSMC, UMC, MediaTek, Realtek, and AUO are all headquartered in The Windy City. The Industrial Technology Research Institute (ITRI), a leading Taiwan research center and incubator, also calls Hsinchu home, and the city boasts one of the highest concentrations of educational institutions in the region, a roster that includes National Chiao Tung and National Tsing Hua universities. Hsinchu’s thriving relations with these industry, academic and research partners have made it a hotbed of innovation, with numerous large Taiwanese and foreign companies having opened local offices. No less than these partners, the city – like SEMI – is committed to innovation.In a recent visit to the SEMI Taiwan office in Taipei, a Hsinchu City government team led by mayor Lin Chih-Chien, met with Terry Tsao, global SEMI chief marketing officer and president of SEMI Taiwan, to explore collaboration opportunities in areas such as technology subsidies, policy, education, and infrastructure. The meeting built on a relationship between the city and SEMI Taiwan that sprouted after SEMI executives and Hsinchu officials joined ITRI to host the Autonomous Driving System Platform in Open Fields kick-off ceremony – an initiative to accelerate Taiwan’s adoption of smart transportation technologies – at SEMICON Taiwan 2019.At the meeting, Mayor Lin highlighted that Hsinchu has long attracted high-tech companies by cultivating a business-friendly climate through incentives such as subsidies for infrastructure buildouts. He hopes to work with SEMI to promote to members the benefits of setting up local offices in Hsinchu City.With both Hsinchu’s high-tech clusters and SEMI’s global members deeply reliant on skilled workers for sustaining innovation and growth, Tsao and Mayor Lin agreed that inspiring students to pursue an education and careers in science, technology, engineering and mathematics (STEM) is vital to building a high-tech talent pool. One collaboration opportunity SEMI Taiwan is eyeing is to launch Taiwan’s first SEMI High Tech U (HTU) program in Hsinchu to spark the interest of school-age children through STEM educational activities at school camps or art and cultural centers. SEMI’s STEM discovery program offers hands-on activities and experiential learning led by industry volunteers. Once an unpopular career destination for university graduates in Korea, the semiconductor industry has been a plum target since the rise of Samsung Electronics and SK Hynix as global leaders and key growth engines for the Korean economy. The industry’s outsize role in innovation of cutting-edge technologies and applications such as artificial intelligence (AI), Internet of Things (IoT), 5G and autonomous driving has added to the appeal.The draw of a career in chip manufacturing is even stronger when new graduates from Korean universities consider the semiconductor industry’s rapid growth of 22.2% in 2017 and 15.5% in 2018, according to VLSI Research. Yet, even before earning their degrees, many students are unclear about steps they need to take to prepare for a career in the industry and the type of work available to them.These questions and concerns were on the top of the minds of 250 students who gathered at COEX in Seoul in mid-November for SEMI Campus Outreach, a half day of career insights from global chip companies including Lam Research, Applied Materials, Tokyo Electron, and KLA along with leading semiconductor companies in Korea such as SEMES, EO technics, JUSUNG ENGINEERING, DONGJIN SEMICHEM, PSK and Wonik IPS. SEMI is excited to recognize Debbie Gustafson, CEO of Energetiq Technology as the SEMI Spotlight on Women honoree for Q3 2019!Spotlight on SEMI Women celebrates the many accomplished women who work in the global microelectronics industry. Nominees in the quarterly spotlight include women who are beacons of knowledge, leaders of organizations and initiatives, hidden heroes and innovators in our industry. They are volunteers, protectors, intellectual disruptors and activists. Learn how you can nominate a woman for Spotlight on SEMI Women.Debbie sat down with us to discuss her journey as a leader and her belief in the importance of creating an inclusive workforce.SEMI: What skills have set you apart and led you to your career success?Gustafson: I’m good at what I do – listening and understanding customers is at the core of my success. You should know and also ask for what you want. If I was working towards a promotion, I always let my manager know where I wanted to go and asked about the expectations for me to get to the next level. Don’t be afraid to ask for help – during my journey in becoming a leader I had some extremely strong mentors along the way, helping me to navigate the industry. We make mistakes and learn from them, but having a mentor can really help you figure out those areas of weakness sooner rather than later. I credit these skills and mindset for our successful acquisition by Hamamatsu Photonics. When I was asked to move from the COO role to the CEO role at Energetiq, I realized that the only way we would be successful in this huge endeavor was if I had the right understanding of both our needs as an organization, and the needs of our future partner.SEMI: You mentioned the importance of mentors. Can you recount a time that your mentor helped you succeed?Gustafson: One of my first mentors taught me how to be successful in Japan during a time when women weren’t really present in the business side of the workforce. Going into a new culture, there are a lot of nuances. My mentor prepared me by helping me understand the behaviors that I would need to establish and let me take the lead as the expert. As a result, I was able to earn the respect of the customer and the Japanese market became part of our growth. I believe that my mentor’s preparation helped me getting there much faster.SEMI: Did you always want to be an engineer?Gustafson: I came to a crossroads as I approached the end of high school. I had an interest in engineering and automotive design in particular and appreciated the stability that a technical career could provide. I also had a passion for dance and had eyes towards becoming a dancer on Broadway. In the end, the idea of job security won out and I started my journey as a mechanical engineer. I was one of three women in my major, so I realized early on that I was entering a male-dominated field. After graduation I landed a job in the HVAC space. From there I moved into a variety of roles, including a sales job, that helped me realize that I enjoyed working in the semiconductor industry and that I had a passion for helping my customers.SEMI: Can you tell us about the changes you have implemented at Energetiq Technology to create a culture of inclusivity?Gustafson: My door is always open – even as the CEO. What gets me excited every morning is helping people to be successful. It’s not just about women, or minorities, or young people – it’s about everyone. We need to change as an industry to foster success and give everyone the opportunity to succeed. You can’t say you’re going to change as an organization and then not implement programs to help foster that change. I knew that we needed to find ways to get people to join and to stay – that’s the challenge. At Energetiq we have implemented a mindset of inclusivity in many of our programs.We have unconscious bias training that everyone takes regardless of job level. We’ve implemented a flexible working environment and provide sick time to help our employees have work-life balance. We are an employer that realizes the world is changing – we offer paternity leave as well as maternity leave and do everything in our power to support individuals during their major life events. Energetiq supports Employee Resource Groups, and we host a quarterly diversity luncheon where we encourage all employees to participate in open dialogue. As a company we continue to try and find ways to promote everyone’s success.SEMI: How do you feel the microelectronics industry is doing in terms of attracting and retaining diverse talent?Gustafson: The semiconductor industry has done a lot in the recent past but there is still a lot of work to be done. I think all the right things are starting to happen, and we are moving towards attracting more diversity into our organizations. We have been shifting our company culture to highlight that the industry is an exciting place to work. The progress has been tremendous and there are more opportunities ahead of us to take advantage of. People are just starting to acknowledge the changes that need to happen, and we are striving to create flexible work environments that are conducive to inclusivity. Diversity is not just going to happen – we need to change the culture in our organizations for diversity to flourish. The industry mindset is shifting, and I am looking forward to seeing where we go next. I am going to help wherever I can to help keep us moving in the right direction.SEMI: Are there other ways outside of your work at Energetiq Technology that you are influencing the mindset towards diversity in our industry?Gustafson: Volunteering my time outside of my job to try and change the attitude and the culture of the industry is extremely important to me. Aside from providing mentorship, I am involved with a number of committees and boards across the industry. I am always vocal among my C-level peers about how our industry needs to foster a diverse and inclusive workforce. I really like working with other people to find solutions as I don’t know all the answers. I like to get insight into how we can make this happen and I like to hear about what works and what doesn’t from other leaders. Global and regional forces shaping the $2 trillion electronics industry have intensified more in the past few years than at any other time I can recall. The uncertainty bred by trade wars, corporate tax changes, new environmental regulations, immigration issues and STEM talent shortages is vexing the global microelectronics supply chain as companies shift investments and operational strategies to adjust to the unrelenting change and new realities with heightened urgency.In our industry, an increasingly dynamic world requires a more determined and strategic approach to advocacy. To meet the industry’s rapidly evolving needs, SEMI is transforming its global advocacy initiatives and programs. In the past 18 months, we have honed the focus of SEMI Global Advocacy to better serve member interests and needs, respond more quickly to fast-moving geopolitical developments, and deliver more value to help spur growth across the end-to-end electronics supply chain.Most importantly, SEMI Global Advocacy is now much more forward-looking and proactive. We have expanded our focus from primarily U.S. and independent regional issues to global affairs, allowing us to better leverage the power of our worldwide platforms. Organizationally, SEMI continues to add specialized staff advocates and calibrate its operational and member-driven engagement models to increase their involvement. There will be more to come, and with your continued support, we’ll be in a stronger position to meet your needs. Thank you!Strengthening the industry’s voiceThe rapid shift to a more proactive advocacy approach across all our initiatives was triggered by one disruptive action a little more than a year ago – the buildup and onset of the trade war between the United States and China. From the outset, SEMI formed strong member coalitions to intensify our lobbying efforts, met frequently with policymakers, submitted written comments to government panels, and issued public communications, all aimed at amplifying our collective voice. SEMI has taken a principled approach to advocacy, publicly stating its positions based on its trade pillars of free and fair trade/open markets, supply chain growth, respect for IP and national security.That approach was on full display as Japan tightened controls on exports to the Republic of Korea, sending shockwaves through the microelectronics industry. To minimize the industry impact, we leveraged our global reach and the counsel of our International Board of Directors to engage with both governments early on and ensure that Japan took into account our members’ interests in developing and implementing the new rules. In general, SEMI opposes the use of tariffs and limiting market access as levers to correct trade imbalances and other structural issues. Instead, we support dialogue and negotiations that lead to multilateral agreements aligned with our members’ interests and global trade principles.This year in the U.S. alone, SEMI advocates have met with more than 70 policymakers in Washington, D.C., including members of Congress and representatives from the White House, federal agencies and the Trade Representative’s office. We have also spoken with representatives from European and Asian government delegations. Since the trade war erupted, we have met with more than 220 policymakers worldwide, giving SEMI a seat at the table – a louder voice for our members – as we are increasingly seen as the voice of the end-to-end electronics manufacturing and design supply chain. SEMI Global Advocacy has also broadened its focus beyond public policy to address other areas of strategic importance to the industry such as the talent shortage.Expanding Advocacy’s global influenceSEMI’s public policy efforts now reach well beyond Washington, D.C. to all seven major manufacturing centers worldwide where we have regional offices, with SEMI advocacy staff in every location. This has created a network multiplier effect that allows us to rally our collective strength around common member interests. It’s no coincidence that our member-driven advocacy initiatives and programs have improved in parallel with expanded global participation by our member companies on our various policy and advocacy committees.Our Trade Advisory Committee, for example, has grown from 16 to 60 active members in the past year alone. This year, we have also formed working groups with SEMI members around the world to address talent pipeline challenges. The upshot is that we are now much more focused in attacking regional issues. Thank you once again.Despite changes in the strategic approach of SEMI Global Advocacy, we remain squarely focused on critical issues affecting industry growth and our members’ interests. In a nutshell, we call these the four T's: Tax – We strive to encourage rates that are fair to all companies, leveling the playing field globally Technology – We seek government investment in technology and innovation (R D) Trade – We advocate for open markets, free and fair trade as we promote our 10 Principles for the Global Semiconductor Supply Chain in Modern Trade Agreements worldwide Talent – We support education investments and immigration policies that provide opportunities and build the talent pipeline In addition, SEMI has long been a leading voice in promoting Environment, Health and Safety regulations that enable industry growth and demonstrate environmental stewardship – and we continue to make investments at this critical juncture as new technologies are driving changes in the regulatory landscape.Maintaining laser focus on member priorities amid shifting geopoliticsThe only way for SEMI Global Advocacy to navigate the cauldron of geopolitical disruption is to remain laser-focused on our members’ top priorities including trade, tax, technology and talent. And we will stick to what SEMI has done best for almost 50 years – facilitate public-private collaborations and more investment on behalf of our members.In workforce development, SEMI is taking bold steps to develop a robust talent pipeline, as much a growth and innovation driver for SEMI members and the industry as any technology. Announced earlier this year, SEMI Works™, our landmark talent development initiative, is already gaining steam with U.S. government investment and our rapid progress in laying its foundation with a database of standardized competencies for technical jobs as well as a certification and credentialing process for curriculum, education and training programs.The future for SEMI members and the industry is brimming with possibility. Back in February of this year, we launched SEMI Works™, a landmark SEMI program designed to grow and sustain the electronics industry talent pipeline from the ground up. But it was much more than a program launch. The introduction was a resounding statement of our passionate commitment to workforce development and its incontrovertible importance to the future of the microelectronics industry. No one’s passion for workforce development burns brighter than SEMI CEO Ajit Manocha’s. In April, he reiterated SEMI’s focus to make good on this commitment and laid out the broad outlines of SEMI Works. From the outset, our sights have been firmly fixed on execution. The National Science Foundation (NSF), a United States government agency that supports fundamental research and education in science and engineering, recently lent its support to SEMI Works with a $6 million investment to develop a scalable, sustainable apparatus to meet current and future talent requirements of the end-to-end electronics manufacturing industry. And more financial backing – this time from abroad – could well be in the offing. We are pressing ahead to develop the infrastructure to connect talent, industry and education providers at scale. We are expanding proven programs for exciting and engaging students in experiential learning opportunities at a young age. And we are paving the way to offer career and educational pathways through high school, college and adult and veteran training. Regional partners are essential to scaling these programs, and to date we have identified three regions for pilots to develop the infrastructure and business model that will be heartbeat of SEMI Works.Moore’s Law is losing steam, raising hard questions about the semiconductor industry’s ability to maintain its swift pace of innovation. The clarion call for chipmakers is to design ever smaller electronic circuits with higher processing power for devices with shrinking form factors. More computing muscle is crucial to advances in smart manufacturing, medtech, quantum computing, artificial intelligence (AI), 5G and the IoT – all technologies that generate and consume staggering amounts of data.Yet no obstacle to industry growth stands as tall as the brick wall of the talent shortage. A highly skilled workforce is essential to invention. As an industry, we’ll only be equal to the world’s greatest challenges by recruiting, training and retaining the best and brightest.At this critical juncture in what is the world’s most strategic industry, the public and private sectors must work collaboratively to leverage their collective strength to produce the talent required to power technology development today and well into the future.In 2020 SEMI will mark 50 years of facilitating collaborations to mint new technologies and markets. We are uniquely positioned, with our members, to lead what history may one day record as our most important effort to date, a push that could impact the world for decades to come.
