Notice of Revisions to SEMI Procedure Manual

The International Standards Committee Regulations Subcommittee has recently approved revisions to the SEMI Procedure Manual (PM) (July 2025). The PM is intended to be used in conjunction with the Regulations Governing the SEMI Standards Program.

Traditionally, updates to the PM and the Regulations are released concurrently. However, the latest revisions to the PM do not impact the content of the Regulations. Therefore, no changes are being made to the current version of the Regulations (dated February 2024) at this time.

Notable changes to the PM include:

  • Major Simultaneous Revision to Multiple Related Standards on a Single Ballot Action
    • New section 3.7.3 allows for major revisions to multiple published standards within a single ballot.
    • A new Standards New Activity Report Form (SNARF) (July 2025), resulting from this major revision process, is now available online.
  • Primary Standard Revision Ballot Checklist
    • New section 3.8.4.1.3 requires that when a primary standard is revised, a checklist affirming the status of all its current subordinate standards must be included in the ballot.
    • The Ballot Checklist Template is available on the SEMI Standards website under Standards Developer Resources or via direct link here.
  • Clarification to Major Revision Ballot Format
    • Revised section 3.6.1.1 to ensure consistency and clarity on formatting requirements for ballot involving major revision.

The updated version of the Procedure Manual (July 7, 2025) will become effective on August 7, 2025 (30 days after this publication) and will be in effect for the SEMICON West Standards Meetings 2025.
