As the semiconductor industry works to attract talent to overcome its labor shortage, governments, educators, and the private sector must collaborate to make industry career opportunities more accessible for prospective employees. This concept provided the framework for a panel discussion during SEMI’s 35th annual Advanced Semiconductor Manufacturing Conference (ASMC) that took place in Albany, New York in mid-May.Despite extensive CHIPS and Science Act news coverage and escalating efforts to promote semiconductor career development initiatives, there’s still a tremendous amount of work to do, noted Fran Dillard, Vice President and Chief Diversity Inclusion Officer at Micron. “We're going to have to work to reduce barriers to this industry, and we have a chance to make a generational difference for American citizens,” she said. The panel, titled Talent Pipeline: Building a Sustainable and Diverse Semiconductor Workforce, featured Dillard and representatives from government and education who shared insights on growing the industry to fulfill unprecedented chip demand. Dillard was joined by Kylie Patterson, Chief Opportunity and Inclusion Officer at CHIPS for America; Kevin Younis, Chief Opportunity Officer and Executive Deputy Commissioner at Empire State Development; and Hector M. Rodriguez, Ph.D., Dean of Science, Technology, Engineering and Math at Hudson Valley Community College. Shari Liss, Executive Director of the SEMI Foundation, moderated the panel.Building the Future Together The need for extensive collaboration to bring semiconductor manufacturing back to the United States fueled the discussion. Patterson explained that given current investments in the semiconductor industry, the U.S. must double its workforce and triple its graduates in technical and construction-related fields. Overall, she estimated the industry will need to train around 100,000 new technicians.To achieve these goals, Rodriguez said that representatives from GlobalFoundries, the New York State Department of Labor, State University of New York, Center for Economic Growth, and the National Institute for Innovation and Technology, meet monthly to discuss on-the-job training programs for high school graduates and General Educational Development (GED) holders. He explained that by frequently evaluating training programs, they can quickly adjust curriculums if results don’t meet expectations. Younis said that bringing manufacturing back to the U.S. creates a unique alignment of interests between the government and the private sector. He highlighted the opportunity to work together to build the country’s manufacturing capacity, citing Empire State Development and Micron’s Green CHIPS Community Investment Fund for Central New York as an example of public and private collaboration. Part of the fund, he explained, will go toward workforce development. “We can focus on succeeding, with everyone marching in the same direction,” he said. Tapping Underrepresented Populations To find the talent needed to sustain the pace of semiconductor innovation, the panel stressed the importance of attracting people from all backgrounds and exposing them to the industry earlier in life. Dillard pointed out that women account for just 10-15% of workers in technical roles, and that percentage is even lower for people of color. “If we’re going to resource the semiconductor industry over the next 10-20 years, we’ve got to bring everyone with us,” she said.Helping those from underrepresented communities overcome barriers like limited access to childcare and transportation is important, said Rodriguez. He noted that wraparound services can be essential for transitioning these individuals into industry careers. Younis also highlighted Empire State Development’s One Network for Regional Advanced Manufacturing Partnerships (ON-RAMP) program, which will help provide these services in Upstate New York. If we’re going to get the people the industry needs, we must look for every opportunity, Rodriguez said, as they need to see that a great job is on the other side of the fence. Patterson said schoolchildren should be exposed to the semiconductor industry at a younger age, particularly girls and those from underrepresented groups. She cited a study about LEGO blocks, explaining that when the toy is introduced in primary school, boys are often excited, but girls are generally uncomfortable. “This is an example of the role of exposure,” she said. “If you’re not exposed to something, you have a lack of comfort, and that lack of comfort means you also have a lack of persistence to arrive at a level of competence.” Retaining the WorkforceAs an example of how to retain employees, Dillard pointed to the success of Micron’s Employee Resource Groups, as evidenced by the company’s internal data. These groups offer space for Micron’s underrepresented populations to connect with peers from similar backgrounds. Currently, the company has 10 groups, including groups for veterans, women, disabled employees, racial groups, and others. Diversity within leadership was also noted as key for retaining employees. Rodriguez said that when employees see people from similar backgrounds to their own in leadership roles, those employees are more likely to stay with those companies. Leadership training around psychological safety and working cross-culturally was also mentioned, with Dillard highlighting the importance of developing leaders that value inclusion. The cyclical nature of the industry was addressed during the Q A as a reason people may not stay long-term. Part of the solution, Patterson said, is to be transparent about market challenges and the importance of having a few months’ worth of savings. When employees encounter market challenges, they may be forced to switch industries if they don’t have savings to cover them. “There’s a role for us to be playing when it comes to supporting the financial literacy of our employees,” she said. This February, the U.S. celebrates the 45th anniversary of Black History Month, which highlights the achievements and contributions of Black Americans to our country. It is an important celebration, since those contributions have been historically ignored, marginalized or simply unknown. Their stories, however, abound. Black Americans have contributed tremendously to the technology industry, from Garrett Morgan, who invented the gas masks that protected our soldiers in World War I, to James West, who co-invented microphone technology that is ubiquitous in our electronics.Black History Month is also a complicated celebration, and long criticized for its limited scale. Why would we highlight Black contributions for only one month a year, and why would we separate Black contributions from American contributions? As Morgan Freeman famously said, “Black history is American history.” As a country, we should be elevating the stories and achievements of Black people year-round and using those stories to move our country toward more equity and justice for Black Americans.The origins* of Black History Month are grounded in good intentions. It’s expression, however, can be divisive. But there are many ways we can counteract this.First, we can commit to elevating and celebrating the work, stories, and advancements of Black Americans year-round. Second, we can immerse ourselves in Black history and culture through the eyes of Black Americans. There are extraordinary writers to read – Colson Whitehead’s The Underground Railroad is a masterpiece. Poets like Amanda Gorman are top of mind. And consider artists like Kehinde Wiley, whose portraits hang in the Smithsonian. We can seek out Black voices on our social media feeds and look for Black writers and directors when we next binge on Netflix.We can also consider the experience of Black people within SEMI, and our industry. Black people comprise less than 5% of the U.S. tech workforce, and there are zero – yes, zero – Black CEOs of Fortune 500 tech companies. While this lack of Black representation and leadership undercuts our industry’s capacity for innovation, creativity, and productivity, it is, more importantly, unjust. We will explore the reasons behind this in future blogs.There are extraordinary Black leaders and others in our industry who are leading the charge to create greater diversity, equity and inclusion, but that work should be shouldered by the people who have benefitted from these inequities, not the people who have been held back by them.This February, for Black History Month, I invite you to discover and explore the work of Black creators and thinkers. I also invite you to consider the structures and systems that have led to the inequities in our own industry – and how you can be part of dismantling and rebuilding those systems to create a more just workplace and society.A great place to start is exploring the resources on the Crucial Conversations on the SEMI website. And then, I invite you to consider how we as individuals and how our industry can practice acknowledging and celebrating the contributions of Black Americans throughout the year.* Impactree.com has an excellent short version of the events:“In 1915, historian Carter G. Woodson was frustrated with the underrepresentation of Black Americans in university history classes. Woodson knew Black people had tremendous influence over the infrastructure, culture and history of America, yet their role was solely relegated to that of enslaved people. Along with Jesse E. Moorland, Woodson founded the Association for the Study of Negro Life and History – now called the Association for the Study of African America Life and History (ASALH) – to motivate the inclusion of Black Americans in historical textbooks and discussion. 11 years later, Woodson and the ASALH proposed the second week of February be declared Negro History Week, coinciding with the birthdates of Fredrick Douglass and Abraham Lincoln.50 years later, during the United States’ 1976 Bicentennial, President Gerald Ford recognized Black History Month as a nationally celebrated event to be observed every February. Growing from Negro History Week, Black History Month’s goals echo Woodson’s desire for a more inclusive version of history. To attract and cultivate new talent across the microelectronics industry, virtual SEMICON West 2020 offered wide-ranging career insights for engineering students seeking that vital first job and young employees embarking on their careers. They learned about overcoming challenges at work and gained a competitive edge by connecting with industry leaders for insider knowledge. These are just some examples of how the SEMI Foundation and the SEMI Workforce Development and Diversity, Equity and Inclusion (DEI) initiatives serve as a springboard to careers in the industry and help close its talent gap.Following are experiences of aspiring engineers at SEMICON West and career lessons presented to help them shape the future of our semiconductor industry.Jump-Starting Careers at SEMICON West 2020More than 600 students from over 50 colleges and universities across the Unites States joined SEMICON West 2020 to jump-start their careers in the semiconductor industry. With free access to SEMI’s first virtual expo, they connected with recruiters and companies in the exhibit hall, and sponged up insights from speakers about digital internships, job opportunities, and key trends shaping the digital future.“It was almost overwhelming,” said Jason Wong, 20, a junior at San Jose State University working toward an advanced degree in mechanical engineering. “It was kind of like an engineering student’s dream for contacts and knowledge all on one platform.”Wong visited about 15 booths in the online exhibit hall to speak with company representatives about his field of interest – microelectromechanical systems (MEMS).“MEMS is a pretty niche area, so it was really surprising how many companies were there in this category alone,” Wong said.Through the expo’s chat tool, Wong made some solid contacts and has followed up with several engineers via email, LinkedIn and Zoom meetings, cultivating what he believes will be “some long-lasting and valuable connections.”“I’m not really looking for a job at the moment, but I hope to get an internship at some point,” Wong said. “With the current (COVID-19) outbreak, a lot of events with opportunities to interact are no longer available, so this was an enlightening and useful experience for me I plan to attend again.”On the other side of the country in Virginia, Devayani Pawar, 23, found it easy to network at SEMICON West. She especially appreciated the free pass for students and practical sessions in the Smart Workforce Pavilion tailored to help early-career job seekers find opportunities, build contacts, and polish resumes.She was drawn to the Smart Manufacturing Pavilion because of her skills and interests in toolmaking and wafers.“I understand manufacturing and it’s a hot field right now,” said Pawar, who recently earned her master’s degree in data science from George Mason University. “It’s interesting to me how such tiny components can do so much powerful work.”“A lot of people my age aren’t very aware of the microchip industry – they’re mostly focused on information technology and companies like Google, Amazon, or Facebook,” Pawar said.After landing an internship at Micron Technology analyzing wafers and working in clean rooms, she was wowed by the potential of nanotechnology. Pawar learned about the strong demand for data scientists in semiconductor manufacturing. After making connections at SEMICON West and absorbing information, she now has a better handle on career opportunities.“The recruiters and other contacts I made have been so responsive, and now I have a better understanding of use cases and what companies are seeking,” she said.A Day in the Life of an EngineerRight after college in 2017, Erika Gabrielle Hansen joined Applied Materials as an engineer. She told management she wanted to travel, learn about the “big picture” behind the company’s products, and work with customers.In her presentation A Day in the Life of an Engineer at the SEMICON West Smart Workforce Pavilion, she recalled a whirlwind of unforeseen opportunities, soul-searching challenges, and the rewards of personal, professional, and community growth. She also candidly shared lessons learned about pride, collaboration, and resilience.Her journey began when she had the opportunity to share her aspirations for her at career at Applied and landed a dual role as a process engineer and customer account technologist.In her job as a process engineer, Hansen puts her materials engineering degree from Cal Poly, San Luis Obispo to good use analyzing data, solving technical problems, developing new processes to meet customer requirements, and working with cutting-edge technologies. At one moment she might be in a clean-room laboratory wearing a bunny suit doing hands-on work with tools. In another, she could be videoconferencing with hardware, software, and systems engineers worldwide, or preparing a report for upper management.“I was very nervous at first as a process engineer,” Hansen said. “I was the only person in my group who didn’t have a Ph.D. and tried to compensate for that by doing things on my own and not asking for help.”After making a few mistakes, she began to turn to her team for their expertise and sharing the results of her work – both good and bad – with them.“Having humility to ask for help and not let pride get in the way was a huge learning point for me,” she said.As a customer account technologist, she has made a dozen trips to customer sites in four countries to implement new processes or resolve technical issues. By seeing tools in action, she now has what she calls a “whole picture” perspective on their effectiveness, while enjoying the camaraderie of colleagues and sampling local cuisines, sites, and scenes around the world.At one point, she was assigned to lead an international team to resolve an issue with a major customer – her greatest challenge yet and her first time in such a role. She struggled to overcome language barriers and eventually told her boss she might not be the best person to lead the project. He promised to provide more support, and her team went on to resolve the customer’s problem.“I picked myself up, reached out to people with international experience, and changed my communication style,” Hansen said. “I learned it’s okay to be uncomfortable, to flex my leadership style, and be resilient, which is a learned skill.”Building a Better Network: Crucial ConnectionsAndrew Carnegie, one of history’s richest industrialists and most generous philanthropists, said 85 percent of a person’s success is based on “interpersonal relationships” and “abilities to be a human being.” Professional skills account for just 15 percent of success.While advancing to her current role as Chief Marketing Officer for FormFactor, Amy Leong found this advice critical to her career trajectory. Just like the challenge of raising a strong family, building a successful career “takes a village… you can’t do it alone,” she said in her Smart Workforce Pavilion presentation Building a Better Network: Crucial Connections.Outperforming expectations might be essential early in one’s career to get promotions, raises, and the attention, but that mindset goes only so far.“As seniority levels increase, people already know you’re a phenomenal performer and expect nothing less,” Leong said. “So, the higher you go the more vital it is to spend almost a disproportionate amount of effort on building relationships.”Building your network isn’t about the quantity of one’s business cards or LinkedIn connections; it’s about building quality relationships with mutual benefits over the long run.“We need to be smart about return on investment when building our professional network,” she said. “You help me, and I help you. It’s win-win horse trading.”And the most important factor in career success? For Leong, a strong family foundation has mattered most.“Family comes first,” said Leong, who has twin teenagers. “Take care of the ones you love. Check in with your family whenever you can. Family relationships are bound by blood. Thanks to my retired parents and a helpful husband, we tough it through.”She reemphasized the importance of mutually beneficial relationships, noting “A rising tide will lift all boats.”Fostering Talent for the Industry’s FutureDeveloping young talent and future leaders in microelectronics stands as a persistent and growing need – and a critical challenge to realizing expected growth. Emerging technologies such as artificial intelligence, quantum computing, and augmented/virtual reality are expected to impact a huge range of markets, leading to projections that the semiconductor industry will double in size in the next 10 to 15 years.The opportunities for growth and technologies that promise to improve the quality of human life worldwide are breathtaking. The industry’s talent pool will need to scale accordingly, magnifying the importance of expanding industry-wide programs such as the Workforce Development and DEI initiatives that the SEMI Foundation are building.
