Notice of Revisions to SEMI Regulations and Procedure Manual

The SEMI International Standards Committee and its Regulations Subcommittee have recently approved revisions to the SEMI Regulations (Regs) and Procedure Manual (PM) (April 2026).

Notable changes to the Regs and PM include:

  • Clarification of Removed Standard Status
    • When a Standard is designated as Removed, this now explicitly applies to all versions of that Standard.
  • New Rescinded Standard Status
    • Allows removal of a specific version only, rather than the entire Standard.
  • Cancellation of the Pending Publication Document
    • If a flaw is discovered after approval but before publication, the Document may now be formally revoked from publication.
  • New Suspended Standard Status
    • A Standard can be marked as temporarily unavailable.
  • Recording in SEMI Standards Meetings
    • New guidance formalizes the use of recordings in meetings.
    • Updated meeting required elements meeting slides to include a recording disclaimer, ensuring transparency and participant consent.
  • Preliminary Subordinate/Primary Standard
    • Procedures for preliminary primary/subordinate standards.
  • Updated Standards New Activity Report Form (SNARF) Form
  • SNARF Scope Omission
    • A ballot can now be submitted even if some scope items are omitted provided that a justification is included in the background statement.

The updated versions of the Regulations and the Procedure Manual (April 6, 2026) will become effective on May 6, 2026 (30 days after this publication) and will be in effect for the ASMC Standards Meetings May 9-12, 2026
