Semiconductors are a foundational technology. They drive U.S. innovation, power the systems that protect us, and are a critical technology. But our adversaries are using the same chips to develop weapons and surveillance tools that are being used to commit genocide in Xinjiang. We cannot allow the industrial policies of adversarial countries to erode U.S. manufacturing capacity.
