Jose Fernandez, U.S. Under Secretary of State for Economic Growth, Energy, and the Environment, sat down with Joe Stockunas, President of SEMI Americas, for a fireside chat on the CEO Summit keynote stage at SEMICON West 2024. In the Securing Critical Supply Chains for the 21st Century discussion, Fernandez emphasized the need to form partnerships to address vulnerabilities as the key to creating stable supply chains. It’s important to band together, he said, to protect our standards, values, and democracy. Diversifying the Global Mineral Supply ChainBecause chip fabricators depend on minerals like germanium, gallium, arsenic, indium, and rare earth elements, he highlighted how imperative it is for the industry to access them sustainably. To accomplish this, he stressed the importance of protection against supply chain bottlenecks in the mineral market. “According to a number of experts, we’re going to need 42x the amount of lithium by 2050, 25x the amount of manganese, and 25x the amount of cobalt,” he said. “Those minerals are basically controlled by one country, and that's a vulnerability.”To address these concerns, he shared that the State Department is working to strengthen the upstream and downstream portions of the semiconductor value chain, with the goal of supporting economic security across the globe. Foreign export controls, he said, have led to supply chain disruptions of key minerals, and bans on rare earth elements, processing equipment, and other technologies. As evidence of the State Department’s efforts to diversify, he highlighted the Minerals Security Partnership (MSP) and its work to seek mineral alternatives. Led by the U.S., it currently includes 13 other countries plus the European Union. Partnership and Investment Opportunities To further secure the industry's supply chain, Fernandez discussed the State Department’s efforts to partner with mining countries with untapped semiconductor resources. These countries, he said, also want alternate options for securing critical minerals. Fernandez highlighted Latin America as a key nearshoring focus area, pointing to the Americas Partnership for Economic Prosperity (APEP) as a solution for addressing obstacles to investment in the region. Obstacles, he said, include education levels, insecurity, and rule of law.To overcome such hurdles, he stressed the importance of fostering economic conditions that will attract investments, emphasizing the importance of workforce development initiatives and private sector involvement. “We don’t have enough trained workers in the U.S., and we certainly don’t have enough trained workers abroad,” he said. Fernandez shared that workforce development programs are being established through the U.S. Department of State International Technology Security and Innovation (ITSI) Fund, as well as private sector efforts and university partnerships. Currently, seven countries have been selected for ITSI funding, he said. “We’ve partnered with a number of universities to address the workforce gaps we see in our ITSI partners,” he said. “We’ve created workforce seminars, and we’re going to spend more time training the labor force.” These efforts supplement the work of the SEMI Foundation to develop a holistic workforce development program for the global semiconductor industry.Preventing Chips From Entering RussiaWith U.S. chips crossing into Russia through third parties, Stockunas asked Fernandez how the semiconductor industry could help address this. Despite existing sanctions against Russia, Fernandez shared that Russia still managed to import $1.7 billion worth of microchips from both the U.S. and Europe in 2023. To help slow this down, he highlighted additional due diligence for companies whose products often make their way into the country. The federal government, he said, speaks with these companies about complying beyond what the law requires.Fernandez shared that private sector cooperation with more stringent standards has been positive, noting that some companies have cut hundreds of distributors to further aid in prevention. As the semiconductor industry works to attract talent to overcome its labor shortage, governments, educators, and the private sector must collaborate to make industry career opportunities more accessible for prospective employees. This concept provided the framework for a panel discussion during SEMI’s 35th annual Advanced Semiconductor Manufacturing Conference (ASMC) that took place in Albany, New York in mid-May.Despite extensive CHIPS and Science Act news coverage and escalating efforts to promote semiconductor career development initiatives, there’s still a tremendous amount of work to do, noted Fran Dillard, Vice President and Chief Diversity Inclusion Officer at Micron. “We're going to have to work to reduce barriers to this industry, and we have a chance to make a generational difference for American citizens,” she said. The panel, titled Talent Pipeline: Building a Sustainable and Diverse Semiconductor Workforce, featured Dillard and representatives from government and education who shared insights on growing the industry to fulfill unprecedented chip demand. Dillard was joined by Kylie Patterson, Chief Opportunity and Inclusion Officer at CHIPS for America; Kevin Younis, Chief Opportunity Officer and Executive Deputy Commissioner at Empire State Development; and Hector M. Rodriguez, Ph.D., Dean of Science, Technology, Engineering and Math at Hudson Valley Community College. Shari Liss, Executive Director of the SEMI Foundation, moderated the panel.Building the Future Together The need for extensive collaboration to bring semiconductor manufacturing back to the United States fueled the discussion. Patterson explained that given current investments in the semiconductor industry, the U.S. must double its workforce and triple its graduates in technical and construction-related fields. Overall, she estimated the industry will need to train around 100,000 new technicians.To achieve these goals, Rodriguez said that representatives from GlobalFoundries, the New York State Department of Labor, State University of New York, Center for Economic Growth, and the National Institute for Innovation and Technology, meet monthly to discuss on-the-job training programs for high school graduates and General Educational Development (GED) holders. He explained that by frequently evaluating training programs, they can quickly adjust curriculums if results don’t meet expectations. Younis said that bringing manufacturing back to the U.S. creates a unique alignment of interests between the government and the private sector. He highlighted the opportunity to work together to build the country’s manufacturing capacity, citing Empire State Development and Micron’s Green CHIPS Community Investment Fund for Central New York as an example of public and private collaboration. Part of the fund, he explained, will go toward workforce development. “We can focus on succeeding, with everyone marching in the same direction,” he said. Tapping Underrepresented Populations To find the talent needed to sustain the pace of semiconductor innovation, the panel stressed the importance of attracting people from all backgrounds and exposing them to the industry earlier in life. Dillard pointed out that women account for just 10-15% of workers in technical roles, and that percentage is even lower for people of color. “If we’re going to resource the semiconductor industry over the next 10-20 years, we’ve got to bring everyone with us,” she said.Helping those from underrepresented communities overcome barriers like limited access to childcare and transportation is important, said Rodriguez. He noted that wraparound services can be essential for transitioning these individuals into industry careers. Younis also highlighted Empire State Development’s One Network for Regional Advanced Manufacturing Partnerships (ON-RAMP) program, which will help provide these services in Upstate New York. If we’re going to get the people the industry needs, we must look for every opportunity, Rodriguez said, as they need to see that a great job is on the other side of the fence. Patterson said schoolchildren should be exposed to the semiconductor industry at a younger age, particularly girls and those from underrepresented groups. She cited a study about LEGO blocks, explaining that when the toy is introduced in primary school, boys are often excited, but girls are generally uncomfortable. “This is an example of the role of exposure,” she said. “If you’re not exposed to something, you have a lack of comfort, and that lack of comfort means you also have a lack of persistence to arrive at a level of competence.” Retaining the WorkforceAs an example of how to retain employees, Dillard pointed to the success of Micron’s Employee Resource Groups, as evidenced by the company’s internal data. These groups offer space for Micron’s underrepresented populations to connect with peers from similar backgrounds. Currently, the company has 10 groups, including groups for veterans, women, disabled employees, racial groups, and others. Diversity within leadership was also noted as key for retaining employees. Rodriguez said that when employees see people from similar backgrounds to their own in leadership roles, those employees are more likely to stay with those companies. Leadership training around psychological safety and working cross-culturally was also mentioned, with Dillard highlighting the importance of developing leaders that value inclusion. The cyclical nature of the industry was addressed during the Q A as a reason people may not stay long-term. Part of the solution, Patterson said, is to be transparent about market challenges and the importance of having a few months’ worth of savings. When employees encounter market challenges, they may be forced to switch industries if they don’t have savings to cover them. “There’s a role for us to be playing when it comes to supporting the financial literacy of our employees,” she said. As the global economy is constantly transformed, the need for new skills has never been higher. The microelectronics industry is thoroughly affected by this urgent need. To develop a workforce fit for the future, it is crucial to invest not only in reskilling and upskilling, but also in skills anticipation and inclusivity. To tackle this need, the European microelectronics ecosystem has adopted many bottom-up initiatives and good practices supporting lifelong learning. Many companies collaborate with universities and training institutes to offer work-based training, and numerous events take place to support women participation in STEM and to attract more young talent to a microelectronics career. Despite these great efforts, further pooling of investments is necessary if Europe is to develop efficient lifelong learning programs. Creating strong skills partnerships is vital for sustainable upskilling and reskilling initiatives. According to the World Economic Forum (2021), greater private-public collaboration on large-scale upskilling and reskilling initiatives could boost global GDP by $6.5 trillion and lead to the creation of 5.3 million net new jobs by 2030. What is the Skills Partnership? Against this backdrop, SEMI Europe is launching the Skills Partnership for Microelectronics. The partnership brings together industrial and education partners from the microelectronics ecosystem to implement the Pact for Skills, an EU initiative which aims to boost upskilling and reskilling investments in key ecosystems for Europe’s competitiveness. Following the high-level roundtable with SEMI Europe’s Advisory Board, hosted by European Commissioners Thierry Breton and Nicolas Schmit, the microelectronics sector was selected in November 2020 as one of the key ecosystems for the first wave of implementation of the Pact, alongside automotive and aerospace/defense. Read more details about the October 2020 roundtable. 59 partners have already endorsed the Pact for Skills for Microelectronics. The Skills Partnership for Microelectronics aims to: Exchange good practices of upskilling and reskilling initiatives of the microelectronics industry Develop sustainable collaboration mechanisms that will monitor microelectronics skill needs, learning from the examples of the METIS blueprint project Promote the microelectronics sector as a career choice Boost the presence of women and other under-represented groups in the sector. The partners will have the opportunity to liaise not only with European, but also with national and regional authorities and clusters, so that a pan-European holistic approach to microelectronics skills development is achieved, and a significant flux of public and private investments on skills is mobilized. To launch this ambitious partnership, SEMI Europe held an initial workshop on March 17. Participants included representatives from the European Commission’s DG Connect, DG Employment and DG Grow, national and regional authorities, and over 70 industry and education partners. The workshop opened with representatives from the European Commission informing all stakeholders about the Pact for Skills initiative, as well as about EU skills-related funding opportunities. In the framework of the Pact for Skills, the Commission will support the ecosystems with a Networking Hub, a Knowledge Hub and a Guidance Resources Hub. These platforms will be available later in 2021 and will act as a one-stop-shop to support the partners and provide information on EU policies and funding opportunities. Other presentations went on to set the scene, presenting the main priorities of the partnership. Françoise Chombar, CEO of Melexis, highlighted the skills challenge experienced by the microelectronics industry. She emphasized the importance of lifelong learning and the danger of the gender disbalance in the sector and underlined the huge innovation potential and profitability that could be unleashed for Europe if the gender gap is successfully addressed. Moreover, the preliminary results of the METIS Microelectronics Skills Strategy were presented, to offer the basis for the partnership’s approach to skills anticipation. The partnership will establish working groups that will investigate the industry needs, leading to a better connection with the offer of education and training programs. Last but not least, the partnership aims to promote national and regional funding of upskilling and reskilling initiatives. In this regard, representatives from national and regional authorities and clusters participated in the meeting. The government of the Basque region had an active role, presenting the region’s priorities, incentives and main actions on promotion of lifelong learning initiatives. The next steps The meeting concluded with an overview of the next steps for the newly launched partnership. In the next workshop, the partners will align on the specific KPIs, as well as on the focus areas where they would like to engage (skills anticipation in semiconductor manufacturing, skills anticipation in semiconductor design, gender balance, etc.). In that framework, the executive board will be established, as well as the working groups that will lead the work of the partnership and set targeted objectives. A 500,000 ft2 (~47,000 m2) state-of-the-art cleanroom facility still towers as the largest U.S. high-technology investment in Vietnam 10 years after starting operations in Saigon High Tech Park in District 9, Ho Chi Minh City. The structure built by Intel Products Vietnam (IPV) on the back of a $1 billion investment is the largest assembly and test manufacturing facility (ATM) in the Intel assembly and test network. IPV turns out products that are helping power cutting-edge applications along with the next wave of semiconductor industry growth as it homes in on 5G, Internet of Things (IoT), desktop and mobile. And it has been a boon to the local economy, generating more than 5,000 high-skill jobs across a number of assembly and test disciplines since launching operations in 2010. It has also contributed to over US$37 billion in exports from 2010 to 2019, accounting for over 60% of Saigon High-Tech Park’s annual export values in 2019. With its vision “to create the future of Intel and Vietnam,” Intel continues to be a strong long-term partner in Vietnam. I recently spoke with Kim Huat (KH) Ooi, vice president of Manufacturing and Operations and General Manager at Intel Products Vietnam (IPV), about the facility’s vital role in Intel’s overall manufacturing operations, its support for the E E ecosystem in Ho Chi Minh City, and measures it has implemented to reduce the impact of the COVID-19 pandemic on the facility and protect employees. Ooi leads and manages the site to support Intel’s business in Vietnam. His responsibilities include overseeing factory operations and employee relations; enriching the Intel image and brand; building strategic relationships with communities, media, governments, and local authorities; and working with the industry ecosystem and government. IPV employees celebrate Intel’s 50th anniversary in 2018. Ng: How does IPV campus complement the rest of Intel manufacturing sites and be nearer your customers and supplier base?Ooi: Intel Vietnam is an important part of Intel’s manufacturing presence worldwide. IPV has been operating for nearly 14 years in Vietnam and has celebrated multiple milestones along the way. As a site, we have matured and grown over the years. In March this year, we celebrated a proud milestone – the rollout our 2 billionth unit – that reflects the value of IPV to Intel Corporation as these Made in Vietnam products support its customers worldwide. One of our philosophies is to work with and grow local ecosystems in countries where we operate. In Vietnam, Intel has been offering technical and managerial expertise to many local suppliers in Vietnam to help them expand their business and services to other foreign direct investment (FDI) customers in the industry. Over the past 10 years, Intel’s supplier list has grown 10-fold from 20 in 2010 to about 180 suppliers in 2020.In today’s world of fast-changing consumer preferences and expectations, we need to help drive development of the latest products and technologies to support strong customer demand and new product portfolios such as 5G. To support evolving customer requirements, our workforce frequently upgrades its skills to work on new products and technologies.Intel as a company is also evolving as it transforms from a PC-centric to a data-centric organization, a shift behind the more than US$70 billion in record revenue Intel posted in 2019. Intel’s data-centric business accounted for more than half of that revenue. IPV plays a key role in Intel’s expansion into new market segments.Ng: What are the key differentiating elements (talent, tax, technology, trade, EHS) in Vietnam that have been instrumental in supporting the E E ecosystem in Ho Chi Minh City?Ooi: Vietnam’s stable political environment and increasingly liberalized trade and investment policies are great for businesses. The region’s young, talented workforce is also one of many competitive advantages that enables it to attract foreign investment. Intel’s announcement to invest in Vietnam in 2006 has played a large part in helping put Vietnam on the map of the global IT and semiconductor industry. The news helped attract industry suppliers and service providers, bolstering Vietnam’s economy and creating jobs. The Vietnam government also figured prominently in sparking the boon by establishing the right policies and incentives to attract foreign investment. Since starting operations, we have seen significant improvements in infrastructure such as roads, ports, airports, broadband and power supply. Vietnam’s standing in the global business community is even stronger today after the government successfully combatted the COVID-19 pandemic early on and introduced policies to help businesses restart operations. We expect all these factors to continue to make Vietnam an attractive relocation target for companies around the world. Ho Chi Minh City People’s Committee Vice Chairman Mr. Duong Anh Duc (center) visited Intel Vietnam to tour the state-of-the-art facility. Ng: What measures have you implemented to reduce the impact of the COVID-19 pandemic and protect employees? Ooi: COVID-19 has taken the world by storm and changed the way we work and live in many ways. It has unquestionably pushed the world to build stronger partnerships among individuals, organizations, businesses and communities. Intel’s manufacturing operations have continued to run at full capacity. Since the outbreak emerged, we have strictly followed required Intel safety measures as well as the Vietnam’s health guidelines. We have also implemented a number of other safety initiatives and protocols to ensure our business runs smoothly. We’re doing everything possible to ensure the well-being of our employees and help them better respond to the pandemic.In coordination with our strategic partners, we have been donating thousands of Personal Protective Equipment (PPE) to the Fatherland Front and Department of Health (DoH) since early March. Recently, in partnership with AmCham Vietnam, Intel donated an imported ambulance with built-in essential equipment to the Ho Chi Minh City 115 Emergency Center. Intel has also teamed with Saigon Hi-Tech Park management to donate two ventilators and N95 masks to DoH.Our employees are also helping out by donating to Vietnam’s Coronavirus Donation Matching campaign. We collected US$13,000 from Intel employees and included matching funds from Intel Foundation to support three non-profit organizations (NPOs) – Saigon Children’s Charity, Kidspire Vietnam and Teach for Vietnam. All told, Intel Products Vietnam has donated US$200,000 to COVID-19 relief efforts, demonstrating our long-term commitment to communities where we operate. Intel Products Vietnam teamed with AmCham Vietnam to donate a fully equipped ambulance to Ho Chi Minh City’s 115 Emergency Center, demonstrating IPV’s long-term corporate social responsibility commitment. In early May, Intel unveiled our 2030 Corporate Strategy and goals to accelerate progress against the world’s critical challenges and help drive positive global outcomes. Part of our 2030 goals, our RISE (Responsible, Inclusive, Sustainable, Enabling) strategy focuses on the company’s commitment to its corporate social responsibility (CSR) initiatives to create a more responsible, inclusive, safe and sustainable world through technology and collective action.
