Bischoping Previously Served as Deputy Assistant Secretary for the Bureau of Emerging Threats at the U.S. Department of State
WASHINGTON, D.C. – April 2, 2026 – SEMI, the industry association serving the global semiconductor and electronics design and manufacturing supply chain, today announced Mary Bischoping as Senior Director of Public Policy and Advocacy. In her role, Bischoping will advance SEMI’s engagement with U.S. federal policymakers and stakeholders and lead strategy for policies related to supply chain resilience, intellectual property, U.S. tax policy, and emerging technologies, including AI and quantum.

Based in Washington, D.C., Bischoping brings a decade of legal and public policy expertise to the role. Most recently, she was appointed as Deputy Assistant Secretary for the Bureau of Emerging Threats at the U.S. Department of State, where she led the department’s cybersecurity, AI, critical infrastructure, and outer space portfolios. She also served as Senior Counsel and Subcommittee Staff Director to the U.S. House Foreign Affairs Committee.
Earlier in her career, Bischoping worked as a Judicial Law Clerk on the U.S. Court of Appeals for the Third Circuit and practiced as an attorney at Gibson Dunn & Crutcher LLP. She holds a J.D. from the University of Virginia School of Law and a B.A. from the University of California, Los Angeles.
