BIOGRAPHY

Shannon Carney

Shannon Carney serves as the Advanced Manufacturing Program Coordinator at Business Oregon, where she leads statewide strategy for the semiconductor industry. Since early 2024, she has worked in close coordination with the Governor’s Office to design and implement key semiconductor initiatives, including the Oregon CHIPS Fund, the R&D Tax Credit for Semiconductors, and the Semiconductor Industrial Lands Loan Fund. She also serves on the board of the Silicon Forest Partnership, supporting collaboration across Oregon’s semiconductor ecosystem. Previously, Shannon spent a decade with the City of Portland, where she led the city’s performance management function and later served as a policy advisor to a City Commissioner, advancing evidence-based governance and organizational effectiveness. She holds a bachelor’s degree in economics from Stanford University and a Master of Public Administration from the University of Washington.
