ITPC SAFETY REQUIREMENTS
SEMI is excited to welcome you back to Hawaii for the International Trade Partners Conference—ITPC 2021. Your health and safety are our top priority. SEMI closely monitors developing federal, state, and local health and safety recommendations and requirements to determine the most appropriate safety protocols for our in-person events.
Local officials announced on Friday, October 8, that venues may hold large gatherings with noted safety restrictions. Most significantly, Honolulu requires all event attendees to show proof of COVID-19 vaccination. This is a shift from the earlier guidelines that allowed attendance with a negative COVID test.
For indoor and outdoor portions of the conference, we are able to host up to 50% of the venue capacity with just a few restrictions.
- Proof of vaccination is required for all portions of the event.
- Masks are required at all times indoors and while mingling in close proximity outdoors.
- Food and beverages may be served outdoors and masks are not required while eating.
- Vaccination is also required for the golf tournament, but masks are not required.
To pick up the conference badge, all ITPC attendees are required to provide:
- Proof of full course COVID-19 vaccination completed 14 days before the event.
- We will accept the seven vaccines recognized by the World Health Organization:
- Pfizer/BioNTech (now known as Comirnaty)
- Moderna (also known as Spikevax)
- J&J Janssen (officially called Ad26.COV2.S)
- AstraZeneca (known as Vaxzevria)
- Covished (recombinant of the ChAdOx1 vaccine)
- Sionopharm
- Sinovac
- We will accept the seven vaccines recognized by the World Health Organization:
- The SEMI Release and Waiver Form must be signed and presented when picking up the conference badge and materials.
TRAVEL GUIDELINES
We are planning ITPC 2021 under the current guidance from the State of Hawai‘i.
U.S. Attendees
- Travelers entering the state from the U.S. and its Territories who have been fully vaccinated in the United States (including its Territories) may bypass quarantine without a pre-travel test.
- The vaccination record document must be uploaded to Safe Travels and printed out prior to departure and the traveler must have a hard copy in hand when arriving in Hawaiʻi.
- The State of Hawai‘i will also accept vaccine records that are digitally validated by Digital Health Pass Partners (AZOVA, CLEAR and CommonPass).
- Travelers who use one of the State’s partners to link their digitally validated vaccine records with Safe Travels may enjoy expedited processing at the airport (no secondary visual inspection of paper vaccine records).
International Attendees

Travelers wishing to use the pre-travel test to bypass quarantine must have a negative result from a test taken from a Trusted Testing and Travel Partner no more than 72 hours BEFORE beginning the final leg of their trip.

Anyone without a negative test result or U.S. vaccination PRIOR to departure must quarantine upon arrival. The State of Hawai‘i will also accept vaccine records that are digitally validated by Digital Health Pass Partners.

The negative test result must be uploaded onto Safe Travels or printed out prior to departure and hard copy in hand when arriving in Hawai‘i.

For international travelers arriving in the State of Hawai‘i from Japan, Canada, Korea, Taiwan, Philippines and Tahiti, only tests from Trusted Testing Partners will be accepted for purposes of bypassing the State’s 10-day traveler quarantine including any tests verified through the State’s Digital Health Pass Partners – AZOVA, CLEAR and CommonPass.

Travelers originating from any other international destination and coming directly to Hawai‘i do not have the ability to test for purposes of bypassing the State’s 10-day traveler quarantine.

- Apply for Exemption / Exception from Quarantine: Upload your COVID-19 Vaccination
- Complete the Health Questionnaire 24 hours prior to your flight. You will receive an email with a QR code that will be scanned at the airport.
ITPC HEALTH & SAFETY PLAN
- The conference will be held in the Ballroom following social distancing and safety guidelines.
- All networking activities will be held outdoors following social distancing and safety guidelines.
- PCR Testing for Attendees
- For international travelers attending ITPC, SEMI has made arrangements with Urgent Care Hawaii LLC, an authorized medical clinic, to administer the PCR tests for the ITPC attendees and their spouses at their clinic on Monday, November 1 and Tuesday, November 2. Round-trip transportation will be arranged. The cost of the PCR Test is $235.60 {$225 + 10.60 Hawaii Tax). Payment information previously sent on the old form were not processed.
- Pre-registration is required. Please complete the PCR Registration Forms and return to Jeanette Swanson of Urgent Care Hawaii at [email protected], cc Marite Pantangco at [email protected]. The forms are due by Thursday, October 28.
- Face Coverings
- At this time, in line with state and local regulations, all individuals are required to wear a face covering while attending ITPC.
- SEMI requires face coverings to be worn indoors and outdoors by all persons, regardless of vaccination status.
- Face coverings may only be removed to engage in activities that inherently cannot be done with them on, such as eating and drinking.
- We are monitoring this closely and will continue to adjust our face covering requirements to align with state, local, and venue requirements at the time of the event.
- Increased Sanitization and Hygiene
- ITPC has worked closely with Four Seasons Resort Oahu at Ko Olina to implement cleaning and sanitization standards that meet or exceed the recommendations of the CDC.
- It is the responsibility of everyone to maintain personal hygiene, including the use of hand sanitizer and washing hands frequently.

We will continue to monitor the guidance of public health authorities and government agencies going forward and will make appropriate adjustments in the future based on that guidance.
