Alvin Chan

BIOGRAPHY

Alvin Chan is Senior Director of Public Policy for Samsung Electronics America in Washington, D.C., where he leads public policy engagement on issues affecting Samsung’s semiconductor business, including semiconductor manufacturing and investment, artificial intelligence, emerging technology, supply chain resilience, and tax policy.

Before joining Samsung in 2021, Alvin served as Director of Government Relations for HP Inc., leading federal advocacy on cybersecurity, emerging technologies, supply chain, trade, and tax policy before Congress and the Executive Branch.  Earlier, he spent nearly a decade on Capitol Hill, serving most recently as Policy Counsel to U.S. Senator Orrin G. Hatch (UT).  He previously served as Legislative Counsel to Congressman Kevin Brady (TX-08).

Alvin holds a J.D. from Seton Hall University School of Law and a B.A. in Economics from the University of California, San Diego, and has studied national security and strategic policy with the U.S. Naval War College.
