U.S. Government Policy and its Impact on the Semiconductor Industry
ABSTRACT
Since January 20, 2025, the Trump Administration has rewritten the playbook on trade policy, industrial strategy, and national security by deploying a range of policy levers aimed at bolstering U.S. manufacturing and to secure American leadership in artificial intelligence. The semiconductor industry is at the center of this agenda, facing transformational shifts across supply chains, investment frameworks, and export regimes. This presentation covers the Administration's most notable policy actions since taking office and what industry stakeholders may expect next.
BIOGRAPHY

Marc Coldiron is the Director of Global Public Policy and Advocacy at SEMI and is based in Washington, DC. In this role, he drives the development and implementation of strategies designed to advance SEMI members' priorities with a specific focus on international trade and export controls. Prior to joining SEMI, Marc worked at the U.S. Department of Commerce's Bureau of Industry and Security (BIS) as a Senior Advisor and Deputy Director of Policy and Engagement. In addition to his service at the Department of Commerce, Marc has served in various capacities throughout the U.S. government to include those at the U.S. Department of War, U.S. Department of State, and the White House.
