BIOGRAPHY

Carol Handwerker, U.S. Department of CommerceCarol Handwerker serves as Head of Technology Strategy in the CHIPS Program Office at the United States Department of Commerce. Carol joined CHIPS in July 2023. She is on leave from Purdue where she is the Reinhardt Schuhmann, Jr. Distinguished Professor of Materials Engineering and Environmental and Ecological Engineering at Purdue University. Before joining Purdue in 2005, she was at NIST for 21 years, serving as the co-lead for Advanced Packaging in the Office of Microelectronics Programs and as the Chief of the NIST Metallurgy Division At NIST, she worked closely with the US electronics industry in the global transition to Pb-free electronics.

Before joining the CHIPS program, Handwerker was a member of the Department of Commerce Industrial Advisory Committee for the CHIPS R&D Program, on the Executive Committee for the NIST-funded SRC Roadmap for Microelectronics and Advanced Technology (MAPT) where she co-led the MAPT Workforce Development Roadmap and participated in development of the MAPT Roadmap for Sustainability and Energy Efficiency Roadmap.

At Purdue Handwerker co-led a $40M/5-year DoD program in facilitating the transition to Pb-free electronics in defense systems, one of the last two remaining electronics sectors that use Pb-containing solders, and was co-PI of SCALE, the flagship DOD program on workforce development for advanced microelectronics. Previously she was the Director of the Purdue-Tuskegee NSF Integrative Education and Research Traineeship program (IGERT) on Globally Sustainable Electronics, served as a member of the iNEMI Environmental Leadership Steering Committee, along with Intel, Dell, Lenovo, and others, and co-led the iNEMI project on Value Recovery for End-of Life Electronics, with Seagate, Google, Microsoft, and Cisco as team members. She served on the Leadership Team of the DoE Critical Materials Institute ($250M/10 years) in which she led the Recycling, Remanufacturing, and Reuse Focus Area, managing programs at four national labs (ORNL, LLNL, INL, Ames), multiple universities, and companies and promoting cross-CMI collaboration to accelerate sustainable technology maturation and adoption.

Handwerker received a BA in Art History from Wellesley College, an SB in materials science and engineering and an SM and Sc.D. in ceramic science from the Massachusetts Institute of Technology.
