Ben Kallen

Senior Manager, Public Policy & Advocacy SEMI

Ben Kallen joined SEMI as Senior Manager for Public Policy & Advocacy in February 2023. In this role, Ben helps drive the development and implementation of strategies designed to advance SEMI members’ public policy objectives through strategic partnerships with government and other industry groups. In so doing, he works with policymakers, member companies, and other industry representatives to ensure U.S. public policies support innovation and growth in the microelectronics/semiconductor industry and throughout the complex and differentiated value chain.

Before joining SEMI, Ben spent nearly a decade working in public policy and advocacy. He most recently held a position in the U.S. House of Representatives, serving as a Professional Staff Member with the Committee on Science, Space, and Technology. While there, he led the development of bipartisan legislation authorizing a comprehensive microelectronics R&D initiative at the Department of Energy, which was enacted in August 2022 as part of the CHIPS and Science Act. Prior to that, Ben worked at Lewis-Burke Associates, where he represented several universities, scientific societies, and other research entities in their efforts to influence science policy at the federal level.

Ben received his bachelor’s degrees in history and political science from Washington University in St. Louis in 2013.
