Vice Minister, MoEA
Vice Minister Chien-Hsin Lai holds a Ph.D. in Soil and Water Conservation from National Chung Hsing University and is a licensed engineer in hydraulic engineering and soil and water conservation. A former visiting scholar at UC Berkeley, he joined the Water Resources Agency (WRA) in 1992 and became Administrative Vice Minister of Economic Affairs in 2025.
During his time at the WRA, Vice Minister Lai pioneered the introduction of an engineering carbon budget management system into the public sector, achieving the world's first PAS 2080 certification for a governmental water resources department.
Since becoming Vice Minister of the MOEA, he has extended his engineering expertise and cross-domain collaboration to energy transition and net-zero policies. By integrating smart grids, AI technology, and energy management systems, he strengthens power and urban resilience against environmental and societal impacts. For closer cooperation between central and local governments, as well as public-private partnerships, Vice Minister Lai is dedicated to advancing both energy security and national sovereign AI computing power, in alignment with the digital and green "twin-axis" transformation.
