Dr. Chuang has received his Ph.D. degree in Industrial Technology education from National Changhua University of Education, Taiwan. He served ITRI worked on the Automation, Energy and Environment R&D projects since 1982, and now he is Deputy General Director of Center for Measurement Standards of Industrial Technology Research Institute (CMS/ITRI), Taiwan.

          Dr. Chuang and his colleagues have made lot of research about PV module testing, certification and standards since 2005. They have founded a PV testing laboratory which cooperated with TUV Rheinland and received IEC 61215 CBTL recognized by IECEE at 2008. Moreover, they will receive IEC 61646 and IEC 61730 CBTL recognize from IECEE and UL1703 in 2011. This laboratory now plays the most important role in PV testing felid in Taiwan and makes lots of contributions to Taiwan’s PV industry.

          Dr. Chuang is one of Co-Chairs of SEMI Taiwan PV committee and his colleagues promote two or three PV standard drafts to PV Global standards organization every year.
